2021 Huqiu District Government Work Report part 5: How to achieve major 2021 economic and social development goals

Huqiu district (Suzhou New District) has detailed how to achieve major economic and social development goals for 2021.

1. Steadily upgrade industrial structure

The district will put more emphasis on medical equipment and bio-pharmaceutical industries, bringing in 600 such companies and helping realize industrial value of over 30 billion yuan ($4.6 billion).

It will continue to attract foreign investment and accelerate construction on 150 key projects with a total investment of 218.5 billion yuan. The district is expected to attract contractual foreign investment of $1 billion and put $1 billion foreign investment into actual use in 2021.

The district will hold consumption activities every quarter and help expand the international market for local products.

2. Make sci-tech innovation new force for economic growth

The district will roll out a three-year plan for local unicorn, gazelle, high-tech, and private technology companies.

It will create a more open and friendly environment and find more practical applications for scientific results. It will also incubate over 100 companies and help them realize accumulated revenue of over 6 billion yuan.

3. Promote reform and opening-up for institutional innovation

The district will play a more active role in the integrated development of the Yangtze River Delta region, deepen reform in key industries, further open up to Japanese companies, and grasp new opportunities brought about by the Regional Comprehensive Economic Partnership (RCEP).


4. Deepen urban-rural development

The district will boost urban development by accelerating the construction of metro lines 6 and 8 and initiating construction of metro lines 9 and 11.

It will strive to revitalize rural areas, with the goal of growing the disposable income of village collectives by 5 percent.

It will also focus on becoming more environmentally friendly and aims to have good air quality on more days throughout the year.

5. Improve quality of life

The district will seek to improve the quality of employment and new start-ups and help 10,000 local residents find jobs, 1,000 of whom will be those experiencing difficulties finding work.

It will encourage more people to join its social security insurance program, build up a medical treatment alliance, and roll out a three-year plan to improve education.

6. Strengthen social governance to make the district safer and more harmonious

The district will step up efforts to maintain public security and normalize the prevention and control of the COVID-19.

The three-year safe production plan reflects the district's determination to safeguard against major risks.

It will also improve its social governance by setting up an intelligent police service system and making the district a safer place.
